Public Hearing on Waiver regarding Open Enrollment Schools

The Victor Elementary School District is requesting that the California Board of Education waive Ed Code Section 48352(a) and as a result remove Green Tree East and Irwin Elementary Schools from the list of Open Enrollment schools published by CDE for the 2011-12 school year. Neither school is one of the State's 1000 lowest performing schools. Green Tree East and Irwin Schools have worked continuously to improve student achievement and are committed to professional development based on the most effective research-based stratigies. Irwin School has been able to make Safe Harbor in two previous years.

This agreement was reached by district and CSEA negotiators using the Interest-Based Bargaining approach and a neutral facilitator.

The recommended action is to approve the tentative agreement between CSEA and VESD as presented.

ACT TO APPROVE THE CREATION OF A NEW FUND 08 FOR MOUNTAIN VIEW MONTESSORI CHARTER SCHOOL AND A NEW FUND 09 FOR SIXTH STREET PREP CHARTER SCHOOL (Mrs. Betts)

Currently, all charter financial activity is included in Victor Elementary School District's Fund 01 General Fund. As a result, it is not possible to see VESD, Mountain View Montessori Charter School, or Sixth Street Prep School data separately in financial reports such as Budget, Interims or Unaudited Actuals.

The creation of these funds will allow each of these to be seen independently of the others, resulting in a higher level of transparency.

The recommended action is to create Funds 08 for Mountain View Montessori Charter School and Fund 09 for Sixth Street Prep School.

ACT TO APPROVE ONE ADDITIONAL PSYCHOLOGIST POSITION (Mrs. Swearingen)

To better service the needs of the staff and students of Victor Elementary School District, we have determined that there is a need to establish one school psychologist position for the 2011/2012 school year. The increased need for staffing is due to the increasing number of students requiring psychological evaluations/assessments in the programs that have been pulled back to district from the county. It is recommended that one additional school psychologist position be established.

The recommended action is to establish an additional school psychologist position effective July 01, 2011.
