All schools follow the same format in order to assure they are meeting the guidelines as set forth by the State of California. ACT TO APPROVE EMPLOYMENT AS AN ADAPTED PE TEACHER, MICHAEL PHILLIPS ON THE BASIS OF A VARIABLE TERM WAIVER (Mrs. Mills)

The district actively seeks to employ fully authorized Adapted PE Specialists. There is a statewide shortage in this profession and we have an ongoing need to find qualified candidates to fill our vacancies for adapted PE. The district presently has a need for an Adapted PE teacher. Michael has made arrangements for enrollment in the Fall 2016 to an APE Program.

The recommended action is to approve the employment of Michael Phillips as an Adapted PE teacher on the basis of a Variable Term Waiver effective 2/1/16.

ACT TO APPROVE 15 ONSITE INSTRUCTIONAL COORDINATOR MANAGEMENT POSITIONS (Mrs. Mills)

To better service the needs of the staff and students of Victor Elementary School District, we have determined that there is a need to establish 15 new management positions on a two year pilot program. Under the supervision of the Assistant Superintendent, Educational Services, the Onsite Instructional Coordinators will work closely with staff for successful implementation of all staff development. It is recommended that 15 Onsite Instructional Coordinator Positions be established.

The recommended action is to establish the 15 positions of Onsite Instructional Coordinators effective April 1, 2016.

Resolution #16-4 AUTHORIZING THE ISSUANCE OF 2016 GENERAL OBLIGATION REFUNDING BONDS (Mrs. Betts)

The District desires to refinance portions of the outstanding Prior Bonds (so refunded, the “Refunded Bonds”) through the issuance of general obligation refunding bonds (the “Refunding Bonds”) in an aggregate principal amount of not-to-exceed $15,250,000. All benefits from the refunding will be delivered to the property owners in the District. The final maturity of the Refunding Bonds will not be later than the final maturity date of any of the Refunded Bonds.

Staff recommends approval of Resolution #16-4 authorizing the issuance of Victor Elementary School District (San Bernardino County, California) 2016 General Obligation Refunding Bonds.

ACT TO APPROVE RESOLUTION #16-5, USE OF PEOPLE-FIRST LANGUAGE FOR STUDENTS WITH DISABILITIES (Mrs. Benitez)

Resolution 16-5 is presented for the board consideration to utilize People-First Language to the greatest extent possible in the district policies and procedures. People-First Language is an objective form of communication that eliminates generalizations and stereotypes by focusing on the person rather than the disability.

The recommended action is to approve Resolution 16-5 as presented.
