THE BOARD OF TRUSTEES WILL RECEIVE A REPORT BY LEGAL COUNSEL CONCERNING THE PUBLIC TESTIMONY RECEIVED DURING COMMUNITY MEETINGS ASSOCIATED WITH THE DISTRICT TRANSITION TO A BY-TRUSTEE AREA ELECTION SYSTEM

The Victor Elementary School District (“District”) Board of Trustees (“Board”) voted to approve the proposal to initiate the process for the District to transition from an “at-large” election system to a “by-trustee area” election system commencing with the 2018 Board elections.

As part of the process to transition to a by-trustee area election system, the Board will need to adopt a trustee area plan for implementing the new voting trustee areas. In advance of adopting a final plan, the District is required to seek public input on the proposed trustee area plans. The presentation and consideration of the proposed trustee area plans during community meetings is an important part of the transition to a by-trustee area election system so that comments and input can be received from the public. The District previously held community meetings on the following dates and locations: October 11, 2016 at Discovery School and on October 20, 2016 at Endeavour School. At this meeting, the Board of Trustees will receive a report concerning the public testimony and input received during these community meetings. The District is scheduled to hold another community meeting on November 7, 2016, at 6:00 p.m., at the following location: Challenger School, 14777 Hopland St., Victorville.

To better serve and meet the needs of Green Tree East Elementary, Administration is recommending that the 4 hour custodian position be converted, increasing two part time custodian positions from 5.5 hours per day to 8 hours per day.

The recommended action is to convert the 4 hour custodian position assigned to Green Tree East Elementary, increasing the hours of two part time custodian positions from 5.5 hours per day to 8 hours per day. Approval is recommended.

ACT TO APPROVE EMPLOYMENT CLASSROOM TEACHERS ON THE BASIS OF A PROVISIONAL INTERN PERMITS (Mrs. Mills)

The Provisional Internship Permit (PIP) allows an employing agency to fill an immediate staffing need by hiring an individual who has not yet met the subject matter competence requirement needed to enter an intern program. The District has made diligent recruitment efforts.

The recommended action is to approve the employment of individuals on the basis of Provisional Intern Permits as presented on the attached memo.

ACT TO APPROVE EMPLOYMENT OF SPEECH THERAPIST, ALLIE FRALEY, ON THE BASIS OF A VARIABLE TERM WAIVER (Mrs. Mills)

The district actively seeks to employ fully credentialed speech therapists. There is a statewide shortage in this profession and we have an ongoing need to find qualified candidates.

Allie has been performing the duties and obtained her BA in Communication Disorders and is actively enrolled in a Masters Program meeting the requirements to renew her Waiver.

The recommended action is to approve the employment of Allie Fraley as a Speech Therapist on the basis of a Variable Term Waiver.
