Collectively these individuals have served the students of Victor Elementary School District for over 594 years. These retirees and their families have been invited to attend the meeting so Board members will have an opportunity to recognize their service to the District and wish them well.

Public Verbal Comments

This communication item is included on the agenda of each regular board meeting to provide an opportunity for citizens to make suggestions or identify concerns about matters affecting the district, or to suggest an item be scheduled for a future agenda. The board may not have complete information available to answer questions and may refer specific concerns to the staff for appropriate attention. The Board discusses personnel matters only in closed session. Should members of the public have a concern or complaint about District personnel, the Board requests that this be addressed through its complaint procedure; the form is available to the public with the agendas by the entrance to the board meeting room, rather than by comments during the opportunity for public comment. Should members of the public nevertheless discuss personnel matters during the opportunity for public comment, the Board will not respond to questions or comment on such matters. Speakers are cautioned that under California law, no person is immune from liability for making intentionally false or defamatory comments regarding any person simply because those comments are made at a public meeting.

PUBLIC HEARING FOR INPUT REGARDING SURPLUS TECHNOLOGY BASED INSTRUCTIONAL MATERIALS (CHROMEBOOKS) (Mrs. Betts)

Pursuant to Education Code Section 60510 which authorizes the donation of surplus instructional materials for the purposes of increasing the general literacy of the people; VESD is proposing to donate surplus technology based instructional materials (Chromebooks) directly to the 2019 Extended School Year students. This pertains to the 2019 year only. The Board will allow members of the public to address the Board regarding the distribution of Chromebooks.

ACT TO APPROVE DONATION OF OBSOLETE TECHNOLOGY BASED INSTRUCTIONAL MATERIALS - CHROMEBOOKS - TO 2019 EXTENDED SCHOOL YEAR STUDENTS (Mrs. Betts)

Following the public hearing for input regarding the disposal of surplus technology based instructional materials (Chromebooks) and pursuant to Education Code Sections 60510, 60510(d), BP 3270 and notwithstanding AR 3270 these materials may be donated for the purposes of increasing the general literacy of the people.

The recommended action is to approve the donation of up to 116 surplus Chromebooks to the 2019 Extended School Year students. This action pertains to the 2019 year only.

23.

ACT TO APPROVE CSEA AGREEMENT AND MEMORANDUM OF UNDERSTANDING (Mrs. Betts)

Through negotiations, an agreement has been reached with CSEA and Victor Elementary School District on the following articles and Memorandum of Understanding:

Article 7 Pay and Allowances:
Compensation for 2018-2019:
● 1% off schedule one time bonus based on 2018-2019 base salaries.
● Every effort will be made to include payment on the June 30, 2019 pay warrant.
● District will continue to pay PERS at the statutory rate currently projected at 20.773%.
Article 9 Leaves:
● Effective as of July 1, 2019 the parties agree to allow members to utilize (1) sick day as a No Questions Asked (NQA) Day. See attached MOU.
Article 10 Health and Welfare Benefits:
● Benefits will continue to be paid 100% by the District per Article 10 in the Agreement for 2019-2020 at a cost increase of 14.1%.

Memorandum of Understanding: Addressing the use of a new type of leave: No Questions Asked (NQA) Day.

The recommended action is to approve the Agreement and Memorandum of Understanding between CSEA and VESD as presented.

ACT TO APPROVE CSEA AB 1200 (Mrs. Betts)

The AB 1200 financial report is required to be completed when any additions, deletions or modifications have been made to the CSEA agreement. The AB 1200 was posted for public view for 72 hours. It is presented to the Board of Trustees for approval.

The recommended action is to approve the AB 1200.

ACT TO APPROVE ANNUAL DECLARATION OF NEED FOR FULLY QUALIFIED EDUCATORS (Mrs. Mills)

The Commission on Teacher Credentialing currently issues emergency permits and limited assignment permits at the request of employing districts.

We are performing a diligent search to recruit fully prepared teachers for classrooms K-6 and Special Education and find it may necessary to hire Interns or Emergency Permit holders to fill the classroom needs.

The recommended action is to approve the Annual Declaration Of Need For Fully Qualified Educators as presented.

ACT TO APPROVE REVISED JOB DESCRIPTION FOR INSTRUCTIONAL ASSISTANT FOR MOUNTAIN VIEW MONTESSORI CHARTER SCHOOL (Mrs. Mills)

Major duties and responsibilities of the job description were updated and working conditions were added.

The recommended action is to approve the revised Job Description for Instructional Assistant Mountain View Montessori Charter School.

ACT TO APPROVE RESOLUTION 19-08, AUTHORIZING TEMPORARY BORROWING BETWEEN FUNDS OF THE SCHOOL DISTRICT (Mrs. Gleason)

Resolution #19-08 will allow payroll warrants to be drawn against the General Fund even if its cash balance is insufficient as long as cash balances in all funds are sufficient to cover the expense.

The recommended action is to approve this resolution authorizing temporary borrowing between funds of the school district for the fiscal year 2019-2020.
