The regular board meeting of the Victor Elementary School District was held on Wednesday, November 5, 2008, at Del Rey Elementary School, 15332 Del Rey Drive, Victorville, California. The meeting began at 7:10 p.m. with the pledge of allegiance.

Board Review of Basic #19

The board reviewed VESD Basic #19: We always seek ways to improve current systems and are proactive in seeking opportunities for innovation.

PUBLIC HEARING FOR INSTRUCTIONAL MATERIALS FOR 2008-09 (Mrs. Mills)

In accordance with AB 2600, the district is required to hold a public hearing to ensure that each pupil in the Victor Elementary School District has sufficient textbooks and instructional materials. The public hearing was opened at 7:11 p.m. and closed at 7:12 p.m. There were no comments from the public.


3.

PUBLIC HEARING FOR DISPOSAL OF OBSOLETE SCIENCE MATERIALS (Mrs. Mills)

Pursuant to AR 3270, this hearing will constitute the beginning of the 60 day Public Notice that makes these obsolete materials available to appropriate agencies as described. The public hearing was opened at 7:12 p.m. and closed at 7:13 p.m. There were no comments from the public.

PUBLIC VERBAL COMMENTS

(1) COUNTY TEACHER OF THE YEAR RECOGNITION: Mr. Garner Morris, on behalf of Supervisor Brad Mitzelfelt's office, presented a plaque to Mr. Sidney Tharpe in recognition of being named Troops to Teacher County Teacher of the Year (county class at Lomitas School). (2) Pastor Daniel from Kids for Christ presented information about his program and the challenges he is having and asked for the district's and board's support.

DEL REY SCHOOL REPORT (Mrs. Erolin)

Principal Christa Erolin and staff presented their action plan to achieve the district mission.

V.E.T.A. Report

(1) Nancee Fine reported that the Educational Foundation has been very successful raising money for our district's sixth graders. She has made some good connections within the community and is looking into grants. (2) Mrs. Fine reported on a conference she attended in Huntington Park with the superintendent and staff from the county schools.

Board Members Comments

(1) Tim Hauk thanked everyone for their work to get the bond passed, and he congratulated Barbara Dew on her election to the high school board. (2) Karen Morgan reported on the NSBA Technology Conference she just attended, saying it was very informative and recommends that our technology staff attend this conference in the future. (3) Karen Morgan thanked CSEA for donating $400 toward the bike-giveaway program. Sheriff Penrod will conduct the event, which is scheduled for Dec. 17 at the fairgrounds. (4) Gary Elder thanked the voters for passing the bond and congratulated Del Rey School for raising their test scores by 100 points. (5) Willie Pringle thanked the people of Victorville for supporting him and Gabe Stine in this year's election, and for supporting the bond measures. (6) Gabe Stine thanked the staff and volunteers who put in lots of hours campaigning for Measure E.

Superintendent's Comments

(1) Dr. Ralph Baker complimented the Del Rey staff on their great work to raise test scores, which started long ago under the leadership of Nancee Fine and Penny Smith. Dr. Baker conveyed his tremendous respect for the Del Rey staff, and said he's confident that they will go over 800. (2) Dr. Baker expressed his appreciation for the work the district staff and community did to get the bond passed. The bond will benefit the entire district, students and staff. (3) Dr. Baker reported on the Riverside/San Bernardino Counties Jt. School Boards Association annual meeting he attending where former Secretary of Education Dave Long was the keynote speaker.

The board recessed at 8:08 p.m. before entering closed session at 8:15 p.m.

There was no action taken on this item, and the board reconvened to regular session at 9:02 p.m.

SECOND READING OF PROPOSED REVISED BOARD POLICIES (Dr. Baker)

New and revised board policies were presented for the board's second reading. The final reading and approval will be at the November 19, 2008, board meeting.

RECEIVE MONITORING REPORT (Dr. Baker)

The district Monitoring Report was reviewed with the board.


13.

RECEIVE SEPTEMBER 2008 SUSPENSION REPORT (Mrs. Clark)

During the month of September 2008, approximately 99% of the Victor Elementary School District's student population presented themselves with proper conduct. The board reviewed the suspension report.


14.

RECEIVE MONTHLY CONFERENCE REPORT (Mrs. Sanders)

The monthly conference report was presented.

Approve Contract with BEST Inc. for Supplemental Educational Services for Puesta del Sol School

Contract with Basic Educational Services Team, Inc. (B.E.S.T., Inc.) to provide Supplemental Educational Services to the students at Puesta del Sol Elementary School pursuant to the No Child Left Behind Act of 2001. These services will commence on or about October 20, 2008 and continue for eight weeks.

Approve Bilingual Tester Waiver Request

Annual Waiver regarding testing for English learners other than Spanish in their home language.

Approve Revised School Site Plans for 2008-09

Request approval for revised school site plans for the Academy, Brentwood, Del Rey, Discovery, Irwin, Liberty, Lomitas, Park View, Sixth Street Prep, Village and Mountain View Montessori which include action plans and updated budget information.

Approve Donation for West Palms Conservatory from Target in the amount $118.37 to be used for instructional materials


25.

Approve Donation for Mojave Vista School from Longs Drug Stores in the amount $500.00 (twenty $25 gift cards for staff appreciation) to be used for instructional materials


26.

Approve Donations for Liberty School from Target totalling $463.71 to be used for instructional materials


27.

Approve Donation for Galileo Academy from Galileo PTO in the amount $134.23 to be used for the Oct. 16 San Diego Zoo field trip


28.

Approve Donations for Discovery School to be used for instructional materials:

Edison International/Employee Contributions in the amount of $553 (Joseph Baker $178, Michael Baker $300 and Robert Morse $75);

Target Corp. in the amount of $245.62

Upon a motion by Willie Pringle, seconded by Gary Elder, and followed by a 5-0 vote, the board acted to approve items A, B and C below:

A. Expulsion of student #241288 for the rest of the year
B. Expulsion of student #306119 for the rest of the year
C. Expulsion of student #280412-suspend expulsion and enroll at West Palms Conservatory.

PUBLIC EMPLOYMENT/RELEASE/RESIGNATION: Act to Approve Certificated, Classified and Charter Personnel Reports #09-06 with Addendums

Upon a motion by Tim Hauk, seconded by Willie Pringle, and followed by a 5-0 vote, the board acted to approve the personnel reports, which included the following:

Charter Personnel Report - no items

Classified Personnel Report with Addendum: Employment of Judy Martinez as food server at Brentwood, Francisca Soza as library media clerk at Puesta del Sol, Monica Paulin as instructional assistant temporarily assigned to Endeavour, Rosa Diaz as breakfast cook at Del Rey, Teresa Richards as library media clerk at Liberty; change of status for Winifred Perkins to 8 hour custodian at Lomitas School, Teresa Gutierrez to 5-hour bilingual instructional assistant at Challenger, Gina Baldwin to school secretary at Mojave Vista; extension of leave of absence for Pearl Bellamy from October 9, 2009 through November 7, 2008; salary placement for Monica Paulin 4B on the Classified Salary Schedule.

PUBLIC EMPLOYMENT: Act on Language Changes to the Superintendent and Deputy Superintendent Contracts

Upon a motion by Willie Pringle, seconded by Gary Elder, and followed by a 5-0 vote, the board acted to approve the revised deputy superintendent/superintendent contract. No action was taken on the superintendent's contract.


Report Actions Taken in Closed Session

The board reconvened to open session at 9:45 p.m., and reported out to the public on all actions taken in closed session above.

Adjournment

Upon a motion by Willie Pringle, seconded by Karen Morgan and followed by a 5-0 vote, the board adjourned the meeting at 9:48 p.m.
