The regular board meeting of the Victor Elementary School District was held on Wednesday, February 4, 2015. The meeting began at 6:05 p.m.

CLOSED SESSION

PUBLIC EMPLOYMENT/RELEASE/RESIGNATION: Act to Approve Personnel Reports #15-09 with Addendum(s)

Upon a motion by Gary Elder, seconded by Karen Morgan and followed by a 4-0 vote, the board acted to approve the personnel reports with addendums as presented.

School Report

Irwin Academy of Performing Arts Presentation (Mrs. McDonnell)

Principal Liz McDonnell welcomed parents, students, board members and staff. Student presentations included musical recorders, saxophone and piano solos, string orchestra and chorus, drum line, as well as recitations by the drama students. The music teachers were recognized for their hard work.

The board recessed at 7:38 p.m. and returned to regular session at 7:56 p.m.

Public Verbal Comments

Ms. Annette Ochoa, a parent from Discovery School of the Arts, addressed the board concerning the lack of shade for students while awaiting parent pick up and on the playground.

V.E.T.A. Report

Victor Elementary Teachers Association President Beth Fehrs stated that VETA is doing very well. The teachers are busy with report cards and parent conferences in March.

C.S.E.A. Report

Classified School Employees Association Vice President Rhonda Heathcoat presented the CSEA report as President Ruben Santos was out ill. She attended the Golden Bell Awards on Monday night. It was really an honor for the classified team to attend as part of Quality Works. Rhonda thanked the board, cabinet, and directors that attended the Meet & Greet held last night with the CSEA Association President on such short notice. The support of our district really showed through.

Superintendent Comments

Superintendent Jan Gonzales thanked Rhonda for the invitation to attend the CSEA Meet and & Greet and complimented her on the awesome job she did decorating for the event. She also thanked the Quality Works committee for their work in earning the Golden Bell Award. Mrs. Gonzales praised the Irwin Academy students for their incredible poise and performances tonight. Hats off to Principal Liz McDonnell.

Board Members Comments

(1) Gary Elder congratulated Irwin Academy on the great job tonight. (2) Gabriel Stine stated that Irwin Academy is special to him because all of his kids attended this school. Nineteen years ago he waited in a lawn chair and sleeping bag to enroll his son in this school. His son still talks about how the schoolís teachers were some of his favorites. It is a joy to see the music program at this level again after the layoffs several years ago. (3) Clayton Moore stated that tonight is his first visit to Irwin Academy and he enjoyed it very much. He just returned from a training for new board members. The main lesson from this training was that an organizationís effective governance occurs in an atmosphere of clear communication, respect and trust. It is a strong message to everyone that the music program is back. Congratulations. (4) Karen Morgan attended Irwin Academy from second grade through half of fifth grade. She is really pleased to see the music back in full force and better than ever. (5) Joyce Chamberlainís kids also attended Irwin Academy. She is thrilled about the music program at Irwin Academy. As educators know, there is a correlation between math and music. She is also thrilled about the Golden Bell award. She appreciates the classified staff and teachers and all the work they do. Ms. Chamberlain complimented Rhonda Heathcoat on the beautiful job in decorating and the extra effort in preparing for the CSEA event held last night. She was very impressed with the school program tonight. She thanked and congratulated Principal Liz McDonnell and her staff.

RECEIVE REPORT ON DECILE 1-3 WILLIAMS MONITORED SCHOOL VISITS BASED ON 2012 API (Mrs. Betts)

The board reviewed the quarterly report from the County Supt. of Schools office.


16.

RECEIVE THE 2013-2014 CHARTER ADA AUDITS (Ms. Jauregui)

The district auditor, Jeff Nigro, CPA of Nigro & Nigro, has completed the 2013-2014 annual audit of ADA (average daily attendance) for Mountain View Montessori and Sixth Street Prep. Copies have been forwarded to the county and are available at the district office for review by any interested parties.


17.

SECOND READING OF BOARD BYLAW BB 9250 (Dr. Elder)

Dr. Elder is proposing a revision to Board Bylaw 9250 regarding an increase to the board member stipend. The first reading was at the January 14, 2015, board meeting. The final reading and approval is scheduled for Feb. 25, 2015.

The board received the monthly budget update.

RECEIVE MONTHLY CONFERENCE REPORT (Ms. Clark)

The board received the monthly conference report.

The board received the monthly suspension report.


Consent Items

Upon a motion by Dr. Gary Elder, seconded by Dr. Gabriel Stine, and followed by a 5-0 vote, the board approved all consent items as presented (Items # 21-25).

Approve 2015/2016 School Calendars

The 2015-16 VESD calendar is similar to the current school year calendar. The 2015-16 Sixth Street Prep calendar is the same as the other VESD schools except for the week scheduled for parent conferences.

Approve Donation for Green Tree East School of $200 from the City of Victorville and Burrtec Industries for their video participation in Victorville Recycles Week 2014

ACT TO APPROVE FORMATION OF AN ASSOCIATED STUDENT BODY CLUB AT VILLAGE SCHOOL (Ms. Jauregui)

Alex Cristales, Principal of Village School, is requesting approval to establish an associated student body club. Upon a motion by Dr. Gabriel Stine, seconded by Karen Morgan, and followed by a 5-0 vote, the board took action to approve the formation of an Associated Student Body club at Village Elementary School, to be known as the Village Student Council, as requested by the principal, Alex Cristales, and Stephanie Haro, certificated club advisor.


27.

ACT TO APPROVE BANK ACCOUNT FOR VILLAGE STUDENT COUNCIL (Ms. Jauregui)

Alex Cristales, Principal of Village School, has requested that a bank account be opened at Desert Community Bank for the Village Student Council. Upon a motion by Dr. Gary Elder, seconded by Karen Morgan, and followed by a 5-0 vote, the board took action to approve the opening of a student council checking account at DCB Bank with two signatures required on each check. Signers on the account are to be the principal of Village School and the certificated student advisor.
