The governing board of the Victor Elementary School District met on Saturday, February 3, 2007, at the Quality Inn/Green Tree, 14173 Green Tree Blvd., Victorville, California. The meeting began at 8:05 a.m.
Members:
PRESENT: Willie Pringle, Clerk; Dr. Gary Elder, Timothy G. Hauk, Karen S. Morgan
ABSENT: Dr. Gabriel Stine, President

Board Workshop

Mr. Michael Smith and Dr. Walt Buster of Lozano Smith, Attorneys at Law, provided an overview of current conditions regarding superintendent searches.

10:30 A.M. Recess

The board recessed at 10:30 and returned to regular session at 10:45 a.m.

Superintendent Ralph Baker presented Strategic Planning input for the board's information and discussion.

ACT TO APPROVE GERBER HERNANDEZ AS TWO-WAY IMMERSION CLASSROOM TEACHER ON THE BASIS OF A VARIABLE TERM WAIVER

The district actively seeks to employ fully credentialed bilingual teachers. Mr. Hernandez currently holds a Preliminary Multiple Subject Credential with an authorization to provide services to English learners. Mr. Hernandez was born in El Salvador and Spanish is his first language. He has been employed by VESD since September 1, 2005. It came to our attention while doing the Assignment Monitor and Review for San Bernardino County Superintendent of Schools that Mr. Hernandez was misassigned and that the district needed to do whatever was necessary to correct the misassignment. The district feels it is in the best interest of the children to have Mr. Hernandez continue in his current assignment and in order to do so we are requesting a waiver of the requirement for a Bilingual, Crosscultural, Language & Academic Development Emphasis: Spanish, which is required for teachers to do instruction in the primary language. He is pursuing the requirements for the BCLAD authorization.

Upon a motion by Timothy Hauk, seconded by Karen Morgan, and followed by a 4-0 vote, the board acted to approve employment of Gerber Hernandez as Two-Way Immersion Classroom Teacher on the basis of a Variable Term Waiver for the Bilingual, Crosscultural, Language & Academic Development Emphasis: Spanish.
